During the alert period and until further notice from the authorities, tickets for events on bileteacum.ro are purchased in accordance with the applicable legislation on measures to prevent contamination with the new coronavirus SARS-CoV-2 and to ensure the conduct of activities in safe conditions. in the field of culture.
Event organizers are obliged to comply with the restrictions imposed mainly by the decisions issued by the Department for Emergency Situations, but also by other authorities with responsibilities in the field.
The decision to reschedule or cancel the event is taken exclusively by the organizer, without the involvement of Bileteacum.ro. The choice between rescheduling or cancellation is inevitable in the context of the measures taken by the authorities to combat the spread of COVID-19, this is not attributable to the organizer of the event, nor to the company Ia Discoteca Festival Production SRL. The organizers of the respective events are the ones who have the power to decide on the return of the money on the purchased tickets and the conditions under which this return operation takes place. Our company is an intermediary that acts only within the limits of the mandate granted by the event organizers, does not make decisions regarding the cancellation / rescheduling of events, nor regarding the return of the ticket price.
In case you do not agree with the decision of the organizer (communicated by Bileteacum.ro on his behalf), please contact the organizer directly to resolve the situation (mentioned on the ticket / access card).
In accordance with the Emergency Ordinance no. 174/2020 for the amendment and completion of some normative acts that regulate the financial support activity from non-reimbursable external funds, in the context of the crisis caused by COVID-19, amended by Law no. 131/2021, for the events that were to be held during the period in which the right to organize the events is suspended, by decision of public authorities and organizers (not of Discoteca Festival Production SRL), the following rules shall apply:
- In case of rescheduling the event, the purchased access ticket can be used for the new date, the buyer benefiting from all the rights conferred by the access ticket on the date of rescheduling the event. The term for bringing to the public's notice the date of rescheduling the event is a maximum of 6 months from the date of the end of the period of suspension of the right to organize the events.
- In case of cancellation of the event or in case of impossibility to use the access ticket on the date of rescheduling the event, the participant will receive from the organizer a voucher for the full amount paid to the organizer, a voucher to be used to purchase products or services for access to other events organized by the same organizer, according to a regulation communicated by the organizer.
- If the voucher is not used for the purchase of products or services until the expiration of the term provided in point 1 above, the organizer will refund all amounts received from the consumer within 90 days calculated from the last day of the rescheduling term.
- The organizer has the obligation to give the ticket buyer at least 30 days to choose between keeping the ticket valid for the rescheduled event or turning it into a voucher. After the expiration of the 30 days, the ticket automatically becomes valid for the rescheduled edition of the event.
1. General conditions
Bileteacum.ro users can purchase tickets / access cards through this platform, the orders being confirmed by an e-mail received after the successful completion of the order. The purchase is subject to the following terms and conditions, and users are required to comply with the terms of this document.
The Terms and Conditions represent the contract you enter into with the site administrator. Please read this document in full before using the services provided by our company.
Bileteacum.ro reserves the right to modify / complete the “Terms and Conditions” section at any time without notifying users in advance. We mention that the subsequent changes may be caused by legislative regulations at national or European level, etc.
Users understand and agree that using the Service, purchasing a ticket on the Site, and further accessing or visiting the Site constitutes your full and unconditional acceptance of the Terms and Conditions.
For the purposes of the Terms and Conditions, the following terms mean:
a) "Site Administrator" means Ia Discoteca Festival Production SRL, based in Brașov, Str. Ștefan Baciu no.8, Brașov;
b) "Site" or "Bileteacum.ro" means the website www.bileteacum.ro;
c) "User" means any person who accesses the Site or uses in any way any Service provided through the Site;
2. Making an order
Bileteacum.ro is an online ticketing platform (offering users independent brokerage services). Orders placed on the website www.bileteacum.ro are confirmed by an e-mail received after completing the order. Ordered tickets / access cards are sent in PDF format by e-mail after order completion.
Upon successful completion of an online order, the purchasing user receives the purchased tickets / access cards at the provided email address (for example, if he has purchased 4 tickets / access cards, he receives a .pdf file with 4 tickets / access cards) , which he can then print to present at the entrance to the venue. Alternatively, the buyer can present tickets / access cards directly on the smartphone screen, which we recommend. Access to the event for which tickets were purchased online is based on scanning the QR code on the ticket. QR codes are unique and each allows one person access to the event. Once a QR code has been scanned, another person cannot enter with it, not even at another entry because all Bileteacum.ro scanners work online and are synchronized in real time.
Simultaneously with the online purchase of tickets / access cards, the Site Administrator communicates to you and individualizes the price related to the intermediation services provided.
All orders placed on this site are final and cannot be canceled. To place an order, users must complete the following steps:
1- selection of the event and of the tickets / access cards from the category of available tickets / access cards;
2- selecting the desired number of products and placing the order;
3- checking the billing address and personal data;
4- order confirmation;
3. Method of payment
The products that are ordered from the bileteacum.ro website can be paid online with the card. Visa and Mastercard cards that are enrolled in the 3DSecure system are accepted.
The payment operator that performs the banking operations is the company STRIPE.
Communication with the processor is done through a secure SSL connection, the transmitted data being encrypted. All card information will be processed exclusively by the STRIPE payment processor.
STRIPE charges a payment processing fee of 1,4% + 1 lei (for European cards) or 2,9% + 1 lei (for non-European cards) for all card payments, which is included in the ticket price / access card. The actual amount of the payment processing cost will be displayed individually in the Checkout area before the payment is made.
According to GEO 28/1999, art. 2, letter F, for the activities for which the receipts are made on the basis of vouchers with fixed value printed according to the law - access tickets to shows and similar ones, no fiscal voucher is issued.
According to the Terms and Conditions, considered to be implicitly agreed by the customer when placing an order, the final cost paid for the purchase of the access code includes both the price of the access card and the related fees.
ATTENTION: The event organizer will be able to return in case of postponement or cancellation of the event only the cost of the ticket, not the cost of payment processing services charged by STRIPE at the time of payment.
4. Bileteacum.ro services and fees
The services provided by the Site Administrator, the brokerage services, order administration, ticket / card issuance and access and related services, provided to the buyer through the online platform bileteacum.ro, are exempted from the application of the right of withdrawal regulated by GEO 34 / 2014, in accordance with art. 16 lit. A) of the normative act mentioned above. This price of the above-mentioned services appears from the event page and "follows" the buyer to the last payment page, it being highlighted separately. No additional price or commission is added to the order price without being displayed. The buyer of the ticket / access card expressly agrees with the beginning of the execution of the services provided by the Site Administrator, of the brokerage services, of the administration of the order, of the issuance of the ticket / access card and their related services once the order is completed. The buyer of the ticket / access card declares that he / she understands that by completing the order he / she will lose the right of withdrawal, as a result of the complete execution of the contract by the Site Administrator, for all and any of the services mentioned above.
Fees, amounting to 10% of the order value, represent administration and processing fees and apply to all orders placed on the site. bileteacum.ro and requiring further processing and assistance for their completion. Access cards requested by buyers can only be considered valid after payment has been made in full and received. The amount paid by the buyer covers both the price of the ticket / access card and the price of the services mentioned above. All costs will be highlighted individually throughout the purchase process and before placing the order and processing the payment.
5. Delivery method
Following the successful completion of an order on the bileteacum.ro website, users will receive on the e-mail address, through which the registration was made, the tickets / access cards purchased within a maximum of 48 hours. Subsequently, tickets / access cards can be printed for presentation at the check-in point of the event or can be presented directly from the smartphone screen. The code on each access card is unique and allows one person access to the event. After scanning a code, it cannot be reused by another person.
6. Loss, theft or damage to access cards
Ticket responsibility for the order now ceases when the access cards have been delivered under normal conditions to the buyer. The ticket now bears no liability for the loss, theft or damage of access cards after delivery.
In case of loss or theft of online access cards, the buyer is obliged to notify this fact to Bileteacum, at [email protected], in order to replace the access cards. If the user does not notify Bileteacum in a timely manner, Bileteacum does not assume any responsibility for the use of the respective access cards by another person, nor for the impossibility of the initial buyer to participate in the event based on lost / stolen access cards. . In order to cancel the lost / stolen access cards, the buyer must prove that the access card was purchased from the Bileteacum platform, including the fact that he paid the value of the access cards. If the buyer cannot be identified, re-issuing the access card is not possible.
Partial or total transmission of images containing purchased access cards is not recommended. The ticket is now not responsible for the use of copies of those access cards for access to the event. Thus, the first access card verified and validated at the check-in point will be considered authorized, the respective person having access during the event. Other access cards containing the same code will be declared invalid, the person's access is not allowed.
7. Return the value of access cards
The decision to reschedule or cancel the event is taken exclusively by the organizer, without the involvement of Discoteca Festival Production SRL.
The organizers of the respective events are the ones who have the power to decide on the return of the money on the purchased tickets / access cards and the conditions under which this return operation takes place. Our company is an intermediary that acts only within the limits of the mandate granted by the event organizers, does not make decisions regarding the cancellation / rescheduling of events, nor regarding the return of the ticket price.
In case you do not agree with the decision of the organizer (communicated by Ia Bileteacum.ro on his behalf), please contact the organizer directly to resolve the situation (mentioned on the ticket / access card).
Fees for brokerage / order administration / ticket / access card etc. services are not refundable, as this service was successfully completed at the time of purchase of the ticket / access card and is not conditional on the actual conduct of the event. .
In the event of an event being canceled, please send your request to the following address [email protected], as well as to the contact address of the canceled event organizer. Bileteacum.ro will collaborate with the organizer of the event in question in order to reimburse the amounts paid as a price for the tickets / access cards purchased by you, but it does not offer any guarantee in this regard and has no obligation to compensate the ticket / card buyer. access in the absence of a prior agreement with the event organizer. In principle, depending on when the request is made, the amounts will be refunded either by the show organizer, if the Site Administrator has already transferred at the time of the request the amounts collected on his account from ticket sales, or by the Site Administrator , if it has the consent of the organizer for the refund of these amounts, within a maximum of 15 working days, only by bank transfer. In order to remove any doubt, the Site Administrator and the event organizer specify that only the ticket price will be returned (without other taxes, fees, costs, expenses incurred by the buyer when purchasing it, including, but not limited to processing fees). payments, administration and processing fee, ticket / access card issue fee, etc.).
(*) By way of derogation from the above, special provisions from the beginning of these Terms and Conditions apply to the events to be held during the period in which the right to organize events in the context of the crisis caused by COVID-19 is suspended. as well as the legislation adopted by the authorities for this purpose.
8. Limitation of liability
Bileteacum.ro is an online platform through which users of the site can purchase tickets / access cards from the organizers of the shows to the events organized by them. Consequently, all responsibility for the users in connection with those events rests with the show organizers. They assume full responsibility to the ticket buyers for any delays, postponements, cancellations or any other issues related to the events whose tickets were sold through the bileteacum.ro platform, for their unfolding in inappropriate conditions or in other conditions than those communicated publicly by the organizer or those provided by the relevant legislation, as well as for any restrictions imposed regarding the events of third parties involved in their organization or by the authorities. The organizer has the right to change the dates of the event, the new information being announced through specific means of communication.
Therefore, the Site Administrator is not responsible for any claims regarding: sound intensity or quality, visibility, local dining, setlist chosen by the artist, cleaning services, food, security, wardrobe, bars, but not limited to these. For any complaint regarding the above mentioned issues or any other issues related to the organization of the event, please contact its organizer.
The Site Administrator is not liable in any way, to any extent, and bears no responsibility for the card payment processing service. However, although payment services are provided and directed entirely and independently by our providers, the Site Administrator will take all reasonable steps to limit as far as possible the risk of such errors and / or fraud.
The amounts collected from the sale of tickets / access cards are sent to the organizers' accounts according to the contracts concluded with them. In case of cancellation of an event, Bileteacum.ro can make efforts to determine the organizers to return the money, using only the legal means at its disposal. In case the organizer will not return to the buyers the equivalent value of the purchased access cards, the legal actions initiated by the users will be taken on the organizers, not on Bileteacum.ro.
Bileteacum.ro does not assume responsibility for any delays, postponements, cancellations or organizational deficiencies of the event for which tickets / access cards were purchased or for restrictions imposed by the organizer or state institutions. Buyers will contact the event organizer for any claims.
In the event that an event is canceled or rescheduled, and the organizer decides to return to buyers the value of tickets / access cards purchased through Bileteacum.ro, Bileteacum.ro will return to buyers the value of access cards, processing and administration fees are not refunded. Reimbursement will be made to the account from which the initial payment was made.
To the fullest extent permitted by law, the Site Administrator does not assume any obligation and does not warrant implicitly or expressly for the content of any kind of the Site, regardless of whether it is created by the Site Administrator, is published on the Site by its contractual partners. or at their request or is provided by the event organizers for publication on the Site (hereinafter referred to as "Site Content"). The Site Administrator will make every reasonable effort to ensure the accuracy and reliability of the Site and will endeavor to correct errors and omissions as soon as possible.
In cases of force majeure and fortuitous event, the Site Administrator and / or the operators, directors, employees, branches, subsidiaries and its representatives, are totally exonerated from liability. Cases of force majeure include, but are not limited to: malfunctions of the technical equipment of the Site Administrator, lack of internet connection, computer viruses, computer attacks of any kind, unauthorized access to the systems of the Site, operating errors , strike, pandemics, epidemics, war, etc.
Users expressly understand and agree that the Site Administrator is discharged to the fullest extent permitted by law from any liability for any direct, indirect, non-pecuniary damage, including but not limited to loss of profit, harm to honor. and reputation, I see commercial or other intangible losses, resulting from the use of the service or any other aspect related to the service as well as from the use of the Content of the Site in any way or any legal effects deriving from it.
9. Tax invoice for legal entities
If the order was made on behalf of a legal entity, the tax invoice can be issued following a request to this effect from the buyer by checking the box "I want the tax invoice on the company" and filling in the fields on the page "Order completion". The buyer is solely responsible for entering and correcting the data necessary for invoicing: company name, unique tax identification code, registration number in the Trade Register, registered office address).
The fiscal invoice will be sent to the buyer within maximum 14 days from the date of the request.
10. Resale access cards
The buyer is not allowed to sell or alienate the ticket / access card purchased from bileteacum.ro to a third party for the purpose of obtaining material benefits or for promotional purposes. The organizer of the event may refuse the participation of the holders of such tickets / access cards to the event or may evacuate the holders of such tickets / access cards from the location of the event.
11. Confidentiality of data
People who visit this website are not obliged to provide any personal information. However, in order to offer you our services, we need some personal information such as: name, phone number, e-mail address, your preferences. Bileteacum.ro uses this data only for operational purposes (conclusion and execution of the Contract) and statistics.
The mandatory or optional nature of personal information is indicated when purchasing access cards. Refusal to provide mandatory personal data implies failure or refusal of access to the requested service.
